Why is the fill made of dots instead of a solid colour?
Because old comic presses could not print a pale colour — they could only print full-strength ink or nothing. To fake a lighter tone, printers laid down a grid of small dots and let the eye average them with the paper, so a fifty-percent dot pattern read as a mid tint. The forty-five-degree angle was chosen because the eye notices it least. Reproducing that grid is what makes the colour feel printed rather than filled.
