What is the Neon Script font?
It is connected cursive lettering rendered as lit glass tube: an even-width stroke that runs unbroken through the word, a bright core, and a soft halo bleeding into the space around it. FontVibe composes your text that way and returns an image.

Why does it look so much better on a dark background?
Neon is emitted light, not paint. The halo only reads as glow if there is something dark for it to bleed into — on white, the halo has nowhere to go and the letters flatten into a plain coloured script. Deep navy, near-black and dark brick all work; a photograph of a night street works best of all.
